Vivek Singh Chandel — also written Vivek S. Chandel — is an India-based technology consultant specialising in JusticeTech and GovTech. A technocrat by temperament and a consultant by trade, he works where India's justice system meets its technology stack: e-Filing, digital case-management, virtual courts, AI-assisted legal research and Digital Public Infrastructure (DPI).
His work spans the Supreme Court, High Courts and the GST Appellate Tribunal (GSTAT), within the national mandate of the e-Courts Project, now in its third phase. He advises on four fronts. In judiciary and tribunal modernisation, he designs scalable e-Filing, digital case-management and virtual-court infrastructure built to cut pendency. In AI and data analytics for justice, he has shaped requirements for an AI legal-research assistant using NLP for precedent analysis, and NJDG-integrated dashboards for real-time backlog visibility. In business-process re-engineering, he redesigns filing, summons and hearing workflows to cut time and error. And in stakeholder and change management, he bridges senior officials, judicial officers, Bar associations and tribunal leadership to build consensus on roadmaps.
Vivek contributed to the GSTAT e-Filing Portal — India's first fully digital tax tribunal platform, launched by the Hon'ble Union Finance Minister in September 2025 — and has delivered hands-on GSTAT e-Filing training to Central Tax officers, including as invited faculty at NACIN, Chennai. He keynotes on JusticeTech, GovTech and Digital Public Infrastructure at industry and professional forums, including the FTCCI Summit on the GST Appellate Tribunal.
